Central Government employees has to attend to their offices on 2nd October 2014 which is a national holiday in India. 02.10.2014 is a national holiday on the eve of Mahatma Gandhiji Birth Day. But the NDA Governments prestigious mission Swachh Bharat is starting from 2nd October 2014. That is why all the central government and may be some state government employees have to attend for their offices. They all have to take Swachh Bharat Pledge. All central government run schools will work for tomorrow.  After the Swachh Bharat Pledge, employees/teachers may leave offices for home. The following is the speech of prime minister Mr.Narendra Modi

On 2nd October we are launching Swachh Bharat Mission, a massive mass movement, that seeks to create a Clean India. Cleanliness was very close to Mahatma Gandhi’s heart. A clean India is the best tribute we can pay to Bapu when we celebrate his 150th birth anniversary in 2019. Mahatma Gandhi devoted his life so that India attains ‘Swarajya’. Now the time has come to devote ourselves towards ‘Swachchhata’ (cleanliness) of our motherland.

I urge every one of you to devote at least hundred hours every year, that is two hours every week towards cleanliness. We can’t let India remain unclean any longer. On 2nd October I myself will set out with a broom and contribute towards this pious task.

Today, I appeal to everyone, particularly political and religious leadership, mayors, sarpanchs and captains of industry to plan and wholeheartedly engage in the task of cleaning your homes, work places, villages, cities and surroundings. I request your active support and participation in our collective quest to make a Swachh Bharat.”

ALLOWANCES – Dearness Allowance – Dearness Allowance to the State Government Employees from 1st July 2014 – Sanctioned – Orders – Issued.
FINANCE (HRM.IV) DEPARTMENT, G.O.Ms.No.35, Dated 01-10-2014 

O R D E R:
Government hereby order the revision of Dearness Allowance (DA) sanctioned in the Government Order 27th read above to the employees of Government of Telangana from 71.904% of the basic pay to 77.896% of basic pay from 1st July, 2014.

2. The Dearness Allowance sanctioned in the above para shall also be payable to:
i) The employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010 and to the full time contingent employees whose remuneration has been revised from Rs.3850/- to Rs.6700/- per month vide G.O.Ms.No.171, Finance (P.C.III) Department, dated 13.05.2010.

ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.

iii) Teaching and Non-Teaching Staff of Universities including Professor K. Jayashankar Telangana State Agricultural University and Jawaharlal Nehru Technological University, Hyderabad who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.

3.    Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales, 2006, from 100% to 107% of the basic pay with effect from 1st July, 2014.

3.1. The above rate of Dearness Allowance is also applicable to:
(i)    The Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2006.
(ii)    The Teaching staff of the Universities including the Professor K. Jayashankar Telangana State Agricultural University and the Jawaharlal Nehru Technological University, Hyderabad and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales, 2006.

4. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales 1996, from 200% to 212% of the basic pay with effect from 1st July 2014, as DA equivalent to 50% Basic Pay was already merged through G.O.Ms.No.9, Higher Education (U.E.I) Department, dated: 8-2-2006 and G.O.(P)No.173, Finance (PC.I) Department, dated:23.07.2007.

The Staff Selection Commission conducted a Written Examination for Recruitment of Sub-Inspectors in Delhi Police, CAPFs and Assistant Sub-Inspectors in CISF on 22.06.2014 at different centre across the country. It is, therefore, in the interest of the candidates concerned to contact immediately the respective Regional Offices of the Commission in such cases

Candidates may note that as per Notice of the examination and instructions given in the answer sheets, they were required to code/write their particulars correctly and append their signature/LTI on the answer sheets. Such answer sheets which are without signature/LTI and where particulars such as name, roll number, ticket number and test form number have been coded incorrectly, have been rejected/awarded 'zero'marks. The OMR answer sheets of those candidates found possessing mobiles phones & accessories and other electronic gadgets within the premises of examination centers, whether in use or in switch off mode and on person or otherwise have not been evaluated.

It has been decided that Paper-II of the above examination will be held on 28.09.2014. PET and Medical Examination is tentatively scheduled to be commenced in the month of October, 2014.
Candidates are advised to follow the websites of Regional Offices regarding admit cards.

Qualified eligible candidates who do not receive the Admission Certificate for Paper-II examination at least 7 days before the commencement of the said examination or are unable to download from respective regional office website should immediately contact the respective Regional Office of the Commission.

EPFO Rs1000 Minimum Monthly Pension from 1st September 2014


Rs1000 Minimum Pension Scheme under Employees' Pension Scheme 1995 will be started from 1st September 2014. This Rs1000 Pension Scheme is run by the EPFO (Employees' Provident Fund Organization). 37 Central Ministers, and MPs will be launching this Rs 1,000 minimum monthly pension today. About 28,00,000 pensioners will be benefited from this scheme. These people have been getting a pension under Rs1000 till today. Some of them getting only Rs500/month.

The NDA Government has already announced the hike of minimum pension. The NDA Government had made amendments to the Employee Pension Scheme-95. So that the government can give a minimum monthly pension of Rs 1,000 to beneficiaries under the scheme.At present there are about half crore people getting pension from the EPFO. Among them about 13,00000 pensioners getting only Rs500 or less as pension.

Recently EPFO has launched a SMS based service for the benefit of all members registered for them. Pensioners can check their pension balance through an SMS. To check the balance, pensioner need to visit the official website http://www.epfindia.com/MembBal.html. After opening official website, they have to select their EPFO office where their PF account is maintained. After selecting PF Office, they have to enter their PF Account number.

The PF account number format is ( State/Establishment code/Account number) ex: TN/67895/98756.
After entering Name and Mobile Number, they have to click on the I agree the terms and conditions button. Then pensioners will get SMS alert of their pension balance.

AP Govt NTR Arogya Seva Scheme

O R D E R:

In the G.O. first read above, the erstwhile Government of composite State of Andhra Pradesh launched a community health insurance scheme called “Rajiv Aarogyasri Health Insurance Scheme” with effect from 01.04.2007 with the objective of providing quality health care to the poor for identified diseases through a network of service providers from Government and private sector.

2. On consequent reorganization of the State of Andhra Pradesh into the States of Telangana and Andhra Pradesh with effect from 02-06-2014, orders were issued in the G.O. 5th read above restructuring the Board of Trustees as a body of only officials of both the States, with the Principal Secretaries to Government, HM&FW Department of the two States as Chairman and Co-Chairman, based on their seniority. These orders will be re-visited in due course.

3. In the meeting held on 06-08-2014, which was attended by the Minister for Health, Minister for Municipal Administration, Chief Secretary, Principal Secretary, HM&FW., Principal Secretary, Finance and Chief Executive Officer, Aarogyasri Healthcare Trust, the Chief Minister reviewed the implementation of ‘Aarogyasri Scheme’ and ‘Employees Health Scheme’.

4. Accordingly the Chief Executive Officer Aarogyasri Health Care Trust has submitted the proposals in the reference 7th read above with a request to Govt., to issue orders to rename the Rajiv Aarogyasri Scheme as “ Dr.Nandamuri Taraka Ramarao Aarogya Seva” and also enhancement of coverage by adding new procedures. After careful examination of the matter, Government hereby issue the following orders:-

(i) The Rajiv Aarogyasri Scheme being implemented in the State of Andhra Pradesh shall be renamed, and henceforth be called “ Dr.Nandamuri Taraka Rama Rao Aarogya Seva”.

(ii) The 100 procedures indicated in Annexure shall be added to the existing 938 procedures and the renamed “ Dr.Nandamuri Taraka Rama Rao Aarogya Seva” Scheme will provide cashless treatment in the empanelled Network hospitals for a total 1038 procedures.

(iii) The existing limit of financial coverage i.e., Rs.2.00 lakhs per family per annum is here by enhanced to Rs.2.50 lakhs per family per annum.

5. This order issues with the concurrence of Finance Department vide their U.O.No.26/A2/EBS.V/2014, dated.12-9-2014.

Norms for Rationalisation of Schools, Posts and Staff under various managements viz., Government, Zilla Parishad, Mandal Praja Parishad Schools – Orders - Issued

Read the following:
1. G.O. Ms. No. 55 Edn (Ser. III) Deptt, dated 23.04.2011.
2. G.O. Ms. No. 61 Edn (Ser. III) Deptt, dated 16.05.2011.
3. From the Commissioner & Director of School Education, Telangana, Hyderabad Letter Rc. No.138/Ser.III/2014, Dated 28.7.2014.

Telangana Rationalisation of Schools and Teachers

ORDER:
Under Right to Education (RTE) Act 2009, the Right to Education is accorded the same legal status as the Right to Life as provided by Article 21 (a) of Indian Constitution. Every child in age group of 6 to 14 years will have to be provided upto 8 years of Elementary Education on admission to an age appropriate class in the school in the vicinity of his / her neighborhood. Right to Education Act, 2009 at Section 25(1) reads:-“Within six months from the date of commencement of this Act, the appropriate Government and the local authority shall ensure that the PupilTeacher Ratio, as specified in the Schedule, is maintained in each school.

2. Accordingly, Government in the reference 1st read above issued orders to take up the exercise of Rationalization of staff in schoolsin the year 2011 strictly in accordance with the norms and standards given in the schedule of the Act in order to implement the provision of the Act. As per para (7) of the said G.O., the rationalisation is to be taken up every year
3. Pursuant to the rationalisation of schools and staff taken up in the year 2011, the following developments have taken place in the pursuit of achieving Pupil Teacher Ratio (ptr) in schools in accordance with norms specifiedin RTE Act, 2009 and RMSA Norms applicable to Elementary and Secondary schools respectively:

  • (i)Govt. have issued G.O. Ms. No. 61 (reference 2nd read above) indicating eligibility for certain additional posts for SUCCESS High Schools, over and above staff pattern in the Annexure-III in G.O. 55 in reference 1st read above and specifying norms for allotting LFL HM posts.
  • (ii) Govt. have issued another G.O.Ms.No.55, SE (PE-SSA) Department, dated 05.07.2012 wherein Govt. have prescribed staff pattern for classes VI to VII / VIII and norms for teacher workload, and norms for opening additional sections in Class VI and above in schools.
  • (iii) Govt. have issued G.O. Ms. No. 63 Edn (SE-Prog-1) Department, dated 26.07.2012 prescribing time table for a school which indicates number of periods per week, subject / activity wise for each of classes I to V, VI & VII and VIII to X.
  • (iv) Further, Director (SE) MHRD, Govt. of India has addressed a D.O. Letter No. 1-42/2011-Sch.1, dated 03.08.2011 to all Statesin the country indicating norms for providing additional teachers for a secondary school under RMSA. 

4.  In view of these developments, the Commissioner  & Director of School Education, Telangana,  Hyderabad  in  the  reference  3rd  read  above  has  submitted proposals  stating that as per the UDISE data for the year 2013-14, there is a need to take up rationalization of staff and amalgamation of schools under various  managements in accordance with the provisions of RTE Act, 2009 and requested to issue  revised norms and guidelines to take up rationalisation in supersession of earlier norms and guidelines issued in the reference 1st read above.

5. After examining the proposals, the Government after careful consideration here by issue  the  norms  of staff  pattern for  rationalization  of  staff  and  amalgamation  of schools under various managements in supercession of the orders issued in the references read above, as given in the Annexures I to VII appended  showing staffing pattern for Primary School,  Upper  Primary  School  and  a  High  School  respectively.  Further  the  norms  of shifting  of  surplus  posts  on  the  basis  of  this  staff  pattern  now  notified  are  given  in Annexures I to VII

CONSTITUTION OF COMMITTEE AT DISTRICT LEVEL:
The Committee consists of the following:-
1.  District Collector  – Chairman
2.  Addl. Joint Collector  -  Member
2.  Chief Executive Officer, Zilla Parishad  – Member
3.  P.O. , I.T.D.A  - Member
4  Project Officer, RVM  – Member
5.  District Educational Officer  – Member-Secretary

6. The Committee is competent to rationalize the teaching staff in schools and amalgamation of schools as detailed in the Annexures under various managements i.e., Government, Zilla Parishad, Mandal Parishad Schoolsin the District based on the enrolment in the schools as per DISE 2013-14. Surplus teachers identified shall be posted in the vacancies notified through counseling.

7. An appeal against the orders of the District Educational Officer shall lie with the Commissioner and Director of School Education concerned. The appeal should be made within 10 days from the date of orders of the District Educational Officer.

8. This exercise of rationalization of teaching staff in schools and amalgamation of schoolsshall commence immediately after completion of SSCspot valuation every year as per the schedule given by the Commissioner & Director of School Education, Telangana, Hyderabad.

9. It is further clarified that on account of this rationalization there shall be no creation of any new post or reduction in sanctioned posts ina District, with District taken as a unit for each management.

10. The Commissioner and Director of School Education is requested to issue further Schedule, guidelines and instructions on implementation of this exercise.

Central Government employees has to attend to their offices on 2nd October 2014 which is a national holiday in India. 02.10.2014 is a national holiday on the eve of Mahatma Gandhiji Birth Day. But the NDA Governments prestigious mission Swachh Bharat is starting from 2nd October 2014. That is why all the central government and may be some state government employees have to attend for their offices. They all have to take Swachh Bharat Pledge. All central government run schools will work for tomorrow.  After the Swachh Bharat Pledge, employees/teachers may leave offices for home. The following is the speech of prime minister Mr.Narendra Modi

On 2nd October we are launching Swachh Bharat Mission, a massive mass movement, that seeks to create a Clean India. Cleanliness was very close to Mahatma Gandhi’s heart. A clean India is the best tribute we can pay to Bapu when we celebrate his 150th birth anniversary in 2019. Mahatma Gandhi devoted his life so that India attains ‘Swarajya’. Now the time has come to devote ourselves towards ‘Swachchhata’ (cleanliness) of our motherland.

I urge every one of you to devote at least hundred hours every year, that is two hours every week towards cleanliness. We can’t let India remain unclean any longer. On 2nd October I myself will set out with a broom and contribute towards this pious task.

Today, I appeal to everyone, particularly political and religious leadership, mayors, sarpanchs and captains of industry to plan and wholeheartedly engage in the task of cleaning your homes, work places, villages, cities and surroundings. I request your active support and participation in our collective quest to make a Swachh Bharat.”

FINANCE (HRM.IV) DEPARTMENT, G.O.Ms.No.35, Dated 01-10-2014 

O R D E R:
Government hereby order the revision of Dearness Allowance (DA) sanctioned in the Government Order 27th read above to the employees of Government of Telangana from 71.904% of the basic pay to 77.896% of basic pay from 1st July, 2014.

2. The Dearness Allowance sanctioned in the above para shall also be payable to:
i) The employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010 and to the full time contingent employees whose remuneration has been revised from Rs.3850/- to Rs.6700/- per month vide G.O.Ms.No.171, Finance (P.C.III) Department, dated 13.05.2010.

ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.

iii) Teaching and Non-Teaching Staff of Universities including Professor K. Jayashankar Telangana State Agricultural University and Jawaharlal Nehru Technological University, Hyderabad who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.

3.    Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales, 2006, from 100% to 107% of the basic pay with effect from 1st July, 2014.

3.1. The above rate of Dearness Allowance is also applicable to:
(i)    The Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2006.
(ii)    The Teaching staff of the Universities including the Professor K. Jayashankar Telangana State Agricultural University and the Jawaharlal Nehru Technological University, Hyderabad and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales, 2006.

4. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C Pay Scales 1996, from 200% to 212% of the basic pay with effect from 1st July 2014, as DA equivalent to 50% Basic Pay was already merged through G.O.Ms.No.9, Higher Education (U.E.I) Department, dated: 8-2-2006 and G.O.(P)No.173, Finance (PC.I) Department, dated:23.07.2007.

The Staff Selection Commission conducted a Written Examination for Recruitment of Sub-Inspectors in Delhi Police, CAPFs and Assistant Sub-Inspectors in CISF on 22.06.2014 at different centre across the country. Based on the cut off marks fixed by the Commission in Paper-I, following are the details of candidates qualifying for Paper - II and PET/Medical Examination.

It is, therefore, in the interest of the candidates concerned to contact immediately the respective Regional Offices of the Commission in such cases

Candidates may note that as per Notice of the examination and instructions given in the answer sheets, they were required to code/write their particulars correctly and append their signature/LTI on the answer sheets. Such answer sheets which are without signature/LTI and where particulars such as name, roll number, ticket number and test form number have been coded incorrectly, have been rejected/awarded 'zero'marks. The OMR answer sheets of those candidates found possessing mobiles phones & accessories and other electronic gadgets within the premises of examination centers, whether in use or in switch off mode and on person or otherwise have not been evaluated.

It has been decided that Paper-II of the above examination will be held on 28.09.2014. PET and Medical Examination is tentatively scheduled to be commenced in the month of October, 2014.
Candidates are advised to follow the websites of Regional Offices regarding admit cards.

Qualified eligible candidates who do not receive the Admission Certificate for Paper-II examination at least 7 days before the commencement of the said examination or are unable to download from respective regional office website should immediately contact the respective Regional Office of the Commission.

EPFO Rs1000 Minimum Monthly Pension from 1st September 2014


Rs1000 Minimum Pension Scheme under Employees' Pension Scheme 1995 will be started from 1st September 2014. This Rs1000 Pension Scheme is run by the EPFO (Employees' Provident Fund Organization). 37 Central Ministers, and MPs will be launching this Rs 1,000 minimum monthly pension today. About 28,00,000 pensioners will be benefited from this scheme. These people have been getting a pension under Rs1000 till today. Some of them getting only Rs500/month.

The NDA Government has already announced the hike of minimum pension. The NDA Government had made amendments to the Employee Pension Scheme-95. So that the government can give a minimum monthly pension of Rs 1,000 to beneficiaries under the scheme.At present there are about half crore people getting pension from the EPFO. Among them about 13,00000 pensioners getting only Rs500 or less as pension.

Recently EPFO has launched a SMS based service for the benefit of all members registered for them. Pensioners can check their pension balance through an SMS. To check the balance, pensioner need to visit the official website http://www.epfindia.com/MembBal.html. After opening official website, they have to select their EPFO office where their PF account is maintained. After selecting PF Office, they have to enter their PF Account number.

The PF account number format is ( State/Establishment code/Account number) ex: TN/67895/98756.
After entering Name and Mobile Number, they have to click on the I agree the terms and conditions button. Then pensioners will get SMS alert of their pension balance.

AP Govt NTR Arogya Seva Scheme

O R D E R:

In the G.O. first read above, the erstwhile Government of composite State of Andhra Pradesh launched a community health insurance scheme called “Rajiv Aarogyasri Health Insurance Scheme” with effect from 01.04.2007 with the objective of providing quality health care to the poor for identified diseases through a network of service providers from Government and private sector.

2. On consequent reorganization of the State of Andhra Pradesh into the States of Telangana and Andhra Pradesh with effect from 02-06-2014, orders were issued in the G.O. 5th read above restructuring the Board of Trustees as a body of only officials of both the States, with the Principal Secretaries to Government, HM&FW Department of the two States as Chairman and Co-Chairman, based on their seniority. These orders will be re-visited in due course.

3. In the meeting held on 06-08-2014, which was attended by the Minister for Health, Minister for Municipal Administration, Chief Secretary, Principal Secretary, HM&FW., Principal Secretary, Finance and Chief Executive Officer, Aarogyasri Healthcare Trust, the Chief Minister reviewed the implementation of ‘Aarogyasri Scheme’ and ‘Employees Health Scheme’.

4. Accordingly the Chief Executive Officer Aarogyasri Health Care Trust has submitted the proposals in the reference 7th read above with a request to Govt., to issue orders to rename the Rajiv Aarogyasri Scheme as “ Dr.Nandamuri Taraka Ramarao Aarogya Seva” and also enhancement of coverage by adding new procedures. After careful examination of the matter, Government hereby issue the following orders:-

(i) The Rajiv Aarogyasri Scheme being implemented in the State of Andhra Pradesh shall be renamed, and henceforth be called “ Dr.Nandamuri Taraka Rama Rao Aarogya Seva”.

(ii) The 100 procedures indicated in Annexure shall be added to the existing 938 procedures and the renamed “ Dr.Nandamuri Taraka Rama Rao Aarogya Seva” Scheme will provide cashless treatment in the empanelled Network hospitals for a total 1038 procedures.

(iii) The existing limit of financial coverage i.e., Rs.2.00 lakhs per family per annum is here by enhanced to Rs.2.50 lakhs per family per annum.

5. This order issues with the concurrence of Finance Department vide their U.O.No.26/A2/EBS.V/2014, dated.12-9-2014.

Norms for Rationalisation of Schools, Posts and Staff under various managements viz., Government, Zilla Parishad, Mandal Praja Parishad Schools – Orders - Issued

Read the following:
1. G.O. Ms. No. 55 Edn (Ser. III) Deptt, dated 23.04.2011.
2. G.O. Ms. No. 61 Edn (Ser. III) Deptt, dated 16.05.2011.
3. From the Commissioner & Director of School Education, Telangana, Hyderabad Letter Rc. No.138/Ser.III/2014, Dated 28.7.2014.

Telangana Rationalisation of Schools and Teachers

ORDER:
Under Right to Education (RTE) Act 2009, the Right to Education is accorded the same legal status as the Right to Life as provided by Article 21 (a) of Indian Constitution. Every child in age group of 6 to 14 years will have to be provided upto 8 years of Elementary Education on admission to an age appropriate class in the school in the vicinity of his / her neighborhood. Right to Education Act, 2009 at Section 25(1) reads:-“Within six months from the date of commencement of this Act, the appropriate Government and the local authority shall ensure that the PupilTeacher Ratio, as specified in the Schedule, is maintained in each school.

2. Accordingly, Government in the reference 1st read above issued orders to take up the exercise of Rationalization of staff in schoolsin the year 2011 strictly in accordance with the norms and standards given in the schedule of the Act in order to implement the provision of the Act. As per para (7) of the said G.O., the rationalisation is to be taken up every year
3. Pursuant to the rationalisation of schools and staff taken up in the year 2011, the following developments have taken place in the pursuit of achieving Pupil Teacher Ratio (ptr) in schools in accordance with norms specifiedin RTE Act, 2009 and RMSA Norms applicable to Elementary and Secondary schools respectively:

  • (i)Govt. have issued G.O. Ms. No. 61 (reference 2nd read above) indicating eligibility for certain additional posts for SUCCESS High Schools, over and above staff pattern in the Annexure-III in G.O. 55 in reference 1st read above and specifying norms for allotting LFL HM posts.
  • (ii) Govt. have issued another G.O.Ms.No.55, SE (PE-SSA) Department, dated 05.07.2012 wherein Govt. have prescribed staff pattern for classes VI to VII / VIII and norms for teacher workload, and norms for opening additional sections in Class VI and above in schools.
  • (iii) Govt. have issued G.O. Ms. No. 63 Edn (SE-Prog-1) Department, dated 26.07.2012 prescribing time table for a school which indicates number of periods per week, subject / activity wise for each of classes I to V, VI & VII and VIII to X.
  • (iv) Further, Director (SE) MHRD, Govt. of India has addressed a D.O. Letter No. 1-42/2011-Sch.1, dated 03.08.2011 to all Statesin the country indicating norms for providing additional teachers for a secondary school under RMSA. 

4.  In view of these developments, the Commissioner  & Director of School Education, Telangana,  Hyderabad  in  the  reference  3rd  read  above  has  submitted proposals  stating that as per the UDISE data for the year 2013-14, there is a need to take up rationalization of staff and amalgamation of schools under various  managements in accordance with the provisions of RTE Act, 2009 and requested to issue  revised norms and guidelines to take up rationalisation in supersession of earlier norms and guidelines issued in the reference 1st read above.

5. After examining the proposals, the Government after careful consideration here by issue  the  norms  of staff  pattern for  rationalization  of  staff  and  amalgamation  of schools under various managements in supercession of the orders issued in the references read above, as given in the Annexures I to VII appended  showing staffing pattern for Primary School,  Upper  Primary  School  and  a  High  School  respectively.  Further  the  norms  of shifting  of  surplus  posts  on  the  basis  of  this  staff  pattern  now  notified  are  given  in Annexures I to VII

CONSTITUTION OF COMMITTEE AT DISTRICT LEVEL:
The Committee consists of the following:-
1.  District Collector  – Chairman
2.  Addl. Joint Collector  -  Member
2.  Chief Executive Officer, Zilla Parishad  – Member
3.  P.O. , I.T.D.A  - Member
4  Project Officer, RVM  – Member
5.  District Educational Officer  – Member-Secretary

6. The Committee is competent to rationalize the teaching staff in schools and amalgamation of schools as detailed in the Annexures under various managements i.e., Government, Zilla Parishad, Mandal Parishad Schoolsin the District based on the enrolment in the schools as per DISE 2013-14. Surplus teachers identified shall be posted in the vacancies notified through counseling.

7. An appeal against the orders of the District Educational Officer shall lie with the Commissioner and Director of School Education concerned. The appeal should be made within 10 days from the date of orders of the District Educational Officer.

8. This exercise of rationalization of teaching staff in schools and amalgamation of schoolsshall commence immediately after completion of SSCspot valuation every year as per the schedule given by the Commissioner & Director of School Education, Telangana, Hyderabad.

9. It is further clarified that on account of this rationalization there shall be no creation of any new post or reduction in sanctioned posts ina District, with District taken as a unit for each management.

10. The Commissioner and Director of School Education is requested to issue further Schedule, guidelines and instructions on implementation of this exercise.
